Why Blue Cross Blue Shield works differently across state lines

Blue Cross Blue Shield is not one company — it's an association of separately owned, independently licensed regional plans. Anthem Blue Cross is the licensee in California; HMSA is the licensee in Hawaiʻi. If your card was issued somewhere else — say, New Jersey, Pennsylvania, or Massachusetts — your plan is a different company from either of those, even though it carries similar branding.

Some of these out-of-state Blue plans maintain reciprocal or virtual-network arrangements that allow their members to see certain providers outside their home state. Whether that applies to a specific plan, and in which state, varies and changes as credentialing is completed carrier by carrier.

As of this writing, the following out-of-state Blue Cross Blue Shield arrangements are active:

  • Hawaiʻi: Horizon Blue Cross Blue Shield of New Jersey, and Independence Blue Cross (Pennsylvania).
  • California: Blue Cross Blue Shield of Massachusetts.

Check the state name or logo on the front of the card, or call the member services number on the back — it will identify the specific licensee that issued your plan.
